Alectra Limiting New Net Metering Installations?

I have a client in Guelph who says they've been told they can't connect a Solar Installation because Alectra isn't taking any new net metering installs. He doesn't know if it's just his area, or if it for a period of time. Has anyone else run into this?

     Edit with more info:

Apparently, the hydro companies are restricted as to how many net metering connections they can make to a feeder line. Once it reaches 7% (I believe that's the number) they're not allowed any more. I don't know who makes (made) that decision.

So apparently this is starting to be an issue in certain areas and the solar companies don't know it's coming until they submit a connection request. A few connection requests on the East side of Guelph have been turned down.
